meritorious an individual. He should vote for the amendment from which he thought it in a manner morally impossible for the committee to dissent.

The Chancellor of the Exchequer thought it necessary to correct a mistake of his honourable friend (Mr. Wilberforce), the committee could not now grant an annuity or money in any other form than a certaia sum. As for an annuity, that could not come before the House well but in the way of a message from his majesty. He again repeated that he thought the 10,0007. a reasonable recompence.

Mr. William Smith read a variety of papers, proving the success of the vaccination in most parts of the world. He held in his hands the supplement of the Madrid Gazette, which mentioned the return of a phisician to that court, and his reception by the king of Spain, after a voyage round the world, for the purpose disseminating the system of vaccination. It appeared that this physician had successfully vaccinated 60,000 persons in Spanish America. It appeared that in Marseilles the small pox. had been annihilated; that in Germany the mortality had decreased from 800 annually, to about eight or ten per year; that in the East Indies two millions had success fully undergone the vaccination; and that in the island of Ceylon the Small pox Hospital had been converted into a barracks. He should give his hearty assent to the

amendment.

Mr. Whitbread said that Dr. Jenner's system had considerably lessened the poor rates, and warmly supported the larger grant.

Mr. Fuller followed on the same side, and said, that it would be to the disgrace of the House and the country, if they refused so meritorious an andividual the larger grant.

Mr. Rose junior said, that there was one argument which he wished to press upon the committee, that that valuable discovery had been injurious to the professional reputation of the doctor; for in this city many of morbid imagination and capricious taste, had a vulgar kind of prejudice against a person they looked upon as a mere cow pock doctor (a laugh), that was, however, a matter really of some serious consideration.

The House then went into a committee on the Dundrum Pier bill, when 7,7717. 16s. was voted to his majesty for the erection of a pier, and opening of a harhour in Dundrum.

The House next went into a committee on the parochial poor's relief bill; Mr. Davies Giddy having stated, previous to the Speaker's leaving the chair, that there were certain clauses he should take the sense of the committee on, and especially that clause relating to the building of cottages.

On the clause which prescribes the means by which a poor mon may obtain a settlement in any particulir parish, a lengthened discussion took place. Mr. Whitbread proposed a residence of five years.

Mr. Sturges Bourne moved, that the blank be filled up with the word ten, instead of five.

The committee on the parochial school bill was put off to Tuesday next, that on the Irish arms prevention bill to Friday next, that on the militia bill to the next day.

The House went into a committee on the spirit's duty bill, and it was resolved that the Chairman should move for leave to bring in a bill to regulate the spirit trade be tween Great Britain and Ireland; and when the House resumed, the Chairman obtained leave to bring in a bill pursuant to the said resolution.

The orders remaining on the list were then disposed of, and the House adjourned at two o'clock.

THURSDAY, JULY 30.

Mr. Hobhouse, and several other members of the House of Commons brought up the Sierra Leone bill, and some private bills which were read a first time.

The exchequer bills bill, his majesty's property bill, and the indemnity bill were read a third time and passed. The military inquiry bill, the malt regulation bill, and the members of Parliament equity bill, were read a second time and committed for the next day.

The Irish insurrection bill, the Irish annuities bill, the Irish fisheries bill, and the Curaçoa free port bill, passed through committees and were reported.

Adjourned.

HOUSE OF COMMONS.

THURSDAY, JULY 30.

The Secretary at War presented a list of the captains, lieutenants, &c. serving in the militia, for the purpose of shewing the number of commissions now vacant in that force. Ordered to be printed.

He also presented an estimate of the probable expence of 100,000 volunteers, including drummers, &c. for one year. Ordered to be printed.

A person from the exchequer presented an account of the sum wanted to complete the loan of 3,000,0001. granted out of the consolidated fund in the year 1806. Ordered to lie on the table.

The Malta trade bill (calicoes) was read a second time, and ordered to be committed for the next day.

Mr. Hobhouse brought up the report of the committee on Swedish herrings, which, after a few words from Mr. Lushington and Mr. Rose, was agreed to, and a bill ordered to be brought in accordingly.

A person from the Royal Navy Assylum presented an account of the sums granted by Parliament to that institution, and of the expenditure of the same since its com

mencement.

The reports of the British fishery and Woollen cloathing bills were brought up, agreed to, and ordered to be read a third time.

Mr. Hobhouse brought in a bill repealing the duties on

certain

certain foreign goods exported from Great Britain to reland. Read a first time, and ordered to be read a second time the next day.

The post office bill (Hamburgh letters) went through a committee, and was ordered to be reported the next day. The Surry and Middlesex police continuing bill was read a third time and passed.

The bill for allowing the importation and exportation of certain enumerated articles to and from America and the West Indies went through a committee, and was ordered to be reported the next day.

The coffee warehousing bill was read a third time and passed.

In a committee on West India produce it was ordered that the chairman do apply for leave to bring in a bill authorising the sale of West India produce, by the West India dock company, free from auction duty. Leave was accordignly given.

A message from the lords stated their lordships' concur tence in the exchequer bill's bill.

The order of the day for bringing Mr. W. Spurrier to the bar of the House, in order to his being discharged, being read, he was accordingly brought to the bar, when the Speaker addressed him, stating, that complaint having been made to that House, that the last writ issued for the election of a burgess for the town and county of Poole, had been unduly delayed, several persons had been examined at the bar of the House, and the writ had been traced to his hands. From his own examination, but not, however, without many attempts at concealment of the truth, it had appeared that the writ had been detained by him from undue motives of private partiality and favour. For this breach of the privileges of that honourable House he had been committed to the custody of the Serjeant at Arms; and if the House abstained from laying on him a heavier measure of punishment, it was not because they regarde his transgression as light or trivial, but because, having it in their contemplation to adopt other means for checking this evil, they thought further punishment in his person unnecessary. Having in his petition expressed his contrition for the offence of which he had been guilty, the House hal resolved to discharge him, and he was now discharged accordingly.

Mr. Manning, referring to the statement of the fourth report of the Commissioners of military inquiry, wished to be informed if any steps had been, or were meant to be taken, with respect to the nineteen barracks, of which it appeared no accounts had yet been given in, or with respect to Mr. Copland's accounts, who represented himself as 'having claims on government to the amount of about 150,000l. while the result of the investigation of the commissioners of military inquiry seemed to amount to this; that he was already greatly overpaid.

Mr. Perceval informed the honourable gentleman, that different suggestions on the subject to which he referred, had been made to government, which they were in the course of considering, and he might rest assured that every possible attention should be paid to the interest of the public in these different respects.

EAST INDIA BONDS.

Mr. Dundas having moved the third reading of the. East India bonds bill,

Mr. Creevey said, when he formerly expressed a wish that the further progress in this bill should he postponed, he did so because the necessary accounts were not then all on the table. They had since been produced, and they were by no means calculated to satisfy him, that the com pany had any prospect of being able to produce a revenue which should at any time greatly exceed their expenditure, or such as would enable them to provide for the payment of these bonds. It appeared to bin, that there was even on the accounts 1805-6, a deficiency of 2,000,0001. He had heard an honourable member, a director of the company, talk of a residue of nearly 1,000,000, He saw, indeed, on looking into the accounts, a balance in one place of 600,000. but in this view of the case, the interest of the debts due by the company was not provided for. Calculating on this and the other expences, there was a deficiency for the year 1805-6, of nearly two millious, and for the preceding year 1,600,000l. He was therefore more than ever confirmed in the opinion, that there was an im possibility in supposing that the company could ever have a net surplus revenue, or should ever be able to provide
