THE following pages have been compiled with a view. to facilitate the efforts of those who are desirous of entering the public service, by giving them a resumé of all the official arrangements which have been issued since the introduction of the system of open competition in 1870, and at the same time showing the difficulties to be surmounted before the candidate can reasonably expect to secure a position at all likely to ensure success. In the edition for 1880-81, every effort has been made to place in the hands of the student a manual which may be relied on for accuracy in all its details, but as it is intended to continue issuing the work as an annual publication, any suggestion calculated to increase its utility will be gladly accepted and receive every attention.
