Mr. GLADSTONE ON IRISH LOCAL

GOVERNMENT.

It being so constantly asserted, or assumed, by Radical speakers that Mr. Gladstone, by his Home Rule policy, unsuccessful though it was, prepared the way for Irish Local Government, and was indeed, as Sir Henry Fowler has recently said, its "true author," it may be well to state in his own words what Mr. Gladstone's opinion on Local Government for Ireland really was. In his pamphlet, "The Irish Question," published in August, 1886, Mr. Gladstone wrote:

"The limitation of local government in Ireland to what may at this moment be desired for Great Britain is just to none of our nationalities, rests upon no recognised principle, and is especially an unjust limitation of the "Irish national desire. In my opinion, such a policy "for dealing with the Irish Question ought not "to be, and cannot be, adopted."
