fore have noticed and given an Account of this moft effential Want, which, if it continue, will render the Enterprize more flow and more expofed to Rifks, but which if it be remedied, promises a prompt and certain Victory.

He will also have noticed the Want of Cloathing for the Army, without there being the Means under the present Circumftances of Spain, although Money should abound, of supplying it with Cloth and Hats, the Want of which may have fo much Influense upon the Succefs of Actions, because the French Armies will be animated by feeing the Spanish cloathed like Peafants, which will fhew the latter to have been recently raised, and to be little difciplined.

Confequently, fome thoufand Cavalry, to increase the little there is in the Spanish Armies, fome Artillery and Artillery Men, and as many Uniforms as poffible, constitute the most urgent Wants which the Junta charge the Underfigned to lay before His Britannic Majefty, without the fmaileft Delay, as well as their Reliance upon receiving them, with which they cannot but have been inspired by the generous Expreffions with which His Majesty's Wishes have been reprefented to the Principality, and by the Liberality with which He acts towards this and the other Provinces of Spain.

COPY of a Note from the Envoy from Gallicia to Mr. Secretary Canning, dated London, 6th August 1808.

THE Underfigned Envoy from Gallicia reprefents to your Excellency his having folicited by Order of his Government, that One of the Expeditions which are prepared fhould be fent to the Port of Corunna or Vigo, although it may confift of Twelve or Fifteen thoufand Men, with Five or Six thoufand Cavalry, noticing that there is an extreme Want of Cavalry. In cafe your Excellency fhould agree to this Propofition, as far as you may think proper, the Cavalry, in order to gain Time, may be landed at Gijon, by which Means a great Part of the Paffage will be faved, as well as Two Days March by Land, to incorporate itfelf with the Army of Gallicia in Caftile.

With refpect to the Infantry, I hope your Excel lency will have the Goodnefs to give me previous Notice, for me to tranfmit it to my Government, in order that Quarters and Provifions may be prepared for their Reception.

Caftlereagh to Lieutenant General Sir Hew
Dalrymple.

Downing Street, 25th May 18c8.

OUR feveral confidential Difpatches, refpecting the Affairs of Spain, have been received and laid before the King.

I am to convey to you His Majefty's Approbation. of the Conduct you have held in the Correfpond-" ence which has been confidentially carried on with the Spanish General; and from Advices which were received from Cadiz this Morning it feems probable that the Governor of Cadiz will act in Concert with General Caftanos, and that the Standard of Refiftance to the French will have been raised in various Parts.

Under prefent Circumftances you will therefore confider all Orders given with respect to Major General Spencer's Corps as fufpended.

The utmoft Exertions will be made to send out a Reinforcement from hence, fo as to enable His Majefty to afford the loyal Party in Spain the Affiftance of 10,000 Men, which General Caftanos feems to require, including what can be fpared from the Garrison of Gibraltar.
