Both Houses of Parliament waited on That his Majefty would not make any his Majesty with an Addrefs, in Substance, Peace, Treaty, nor Agreement with the K. of Spain, unless that Prince gives up all Right and Pretenfions whatsoever to vifit, fearch, or moleft any of the British Ships trading to the W. Indies. To which his Majefty gave a most gracious Anfwer. My Lords and Gentlemen,

Was held at Somerset House, the first General Meeting of the Nobility and Gen- E try appointed by the Royal Charter to be Governors and Guardians of the Hofpital for the Maintenance and Education of expos'd deferted Children. Mr Coram addreis'd the D. of Bedford, the President in a handfome Speech, in which, after complimenting his Grace, and fhewing the Necellity of fuch an Establishment, F fays that, altho' his declining Years will not permit him to hope for feeing the full Accomplishment of his Wifhes, yet he can now reft fatisfy'd, and it is what he efteems an ample Reward after more than 17 Years expenfive Labour, and steady Application, that he fees his Grace at the Head of this charitable Trust, aflifted by to many noble and honourable Governors, free of all Expence thro' the Alfiftance of fome compaffionate Great Ladies and other good Perfons.-Then the Charter was read, and Dr Mead, in the most pathetic Manner, fet forth the great Neceffity of fuch an Hofpital, and the valt Advantages that must accrue to the H Nation by this ufeful Establishment.--The Court then, pursuant to their Charter eleted Mr Harmaa Verelft Secretary, and

FOREIGN Paris, THE King, having held fome Councils on the Declaration of War by Great Britain against Spain, declared to Cardinal Fleury, that he would remain Neuter in this Quarrel, to be in the better Condition of reconciling the two Kings, which however fhould not hinder him from fupplying the Catholick King with the Succours ftipulated by Treaties. The Dutch have taken Refolutions to the fame Effect; and most of the other Powers in Europe have allo refolv'd on a Neutrality. So that, at present the War does not feem likely to become general.

His Excellency the Earl Waldegrave, his Majesty's Ambaffador at Paris, having complained to the Court of France, that fome Spanish Vessels had seized Ships belonging to his Majesty's Subjects in the River of Bourdeaux, the French Ministers affured his Excelleney that Orders were fent the proper Officers of that Place to endeavour to feize the Spaniards and their V and to restore immediately to his Mary's Subjects the Ships and Effects taken from them.

Petersbach. The Articles of Peace between Ruffia and the Porte are viz. 1. A. fh fhall remain to Ruffin, but be demoith and its Territory laid defart, to form Parrier betweeu the two Empires. 2. Ra Ra may build a Fortress on this Side of the Don, and the Porte another on their Side of the River; but the City of Taganrack, built by Peter the Great on the Sea of Alph, fhall not be restored. 3. The Ruffians hall have no Veffels on that nor the Black Sea, but thall ufe the Turkish Ships in their Commerce in thofe Seas.

AFFAIRS.

4. The Limits of the two Empires Weft of the Nieper thall be the fame as regu lated in 1705, Kudack remaining to the Porte; the Limits to the Eaft of the Nieper to be fettled by a new Convention. Count Munich has accordingly quitted Moldavia, repafled the Nicper, and is returning to the Ukraine,. by much the fame Way that he went, thro' the Polish Territories.

Surat in the East Indies. Kouli Kn having conquer'd and taken the Great Mogul, put him and his Prime Minister into a Caitle, and caused their Eyes to be put out. The Inhabitants of Delly murmur'd at this Cruelty, and bagan to mutiny, upon which Kouli Kan order'd his Army to fall on them, which they did, and in two Days malacred 300,000 Men, Women, and Children. They are rifen in feveral Parts of the Empire to make Head against the Uforper, who has placed his Son on the Throne of Perfia.

Jamaica. Sept. 22. On the 14th Commodore Browne failed with five Men of War on fome Expedition, and as Admiral Vernon is at Tortuga, we expect a Defcent on the Island of Cuba. At the Hɛvammah, the Capitol thereof, as Mr Pafcheud, in his Geography, fays, the Spaniards are fo fentible of their Weaknels, and jealous of their Riches, that they blindtold Strangers when they pafs by their Forts, and by reafon of an old Prophecy, have a particular Dread of the Englih.
