PRELIMINARY REPORT

OF

COMMISSIONERS TO REVISE THE STATUTES RELATING TO PATENTS, TRADE AND OTHER MARKS, AND TRADE AND COMMERCIAL NAMES.

To the Congress of the United States of America:

We, the commissioners appointed by the President under the act entitled "An act appointing commissioners to revise the statutes relating to patents, trade and other marks, and trade and commercial names," approved June 4, 1898, have the honor to report that we have brought together numerous documents which we desire to place before Congress in anticipation of our final report. This matter is not now practically accessible to Congress. Some of it exists only in foreign languages, and the whole can not be found in any one library. An examination of these documents we believe to be necessary for a full understanding of the subject referred to us, and we therefore respectfully request that it be printed for the use of Congress.

On account of the illness of Judge Grosscup this report is not signed by him.
