duties required by this title.” They must be equipped and organized to discharge these duties to the satisfaction of the Secretary. Mr. SCHWENGEL. Mr. Chairman, at this point I bring up a matter I discussed with you at Eastertime, after an agreement with the entire minority about a plan to get at some of this and maybe stir up a little more interest. It is a plan to set up some subcommittees to go out and do some on-the-site inspections. I thought I had an understanding with the chairman that he would act on it, and you invited me to write you a letter, and I did so. Mr. BLATNIK. And a good letter. Very well stated. Mr. SCHWENGEL. It has some suggestions of things that need to be looked into, and I still think you ought to give consideration to this matter. If nothing else, we can go out and do some weekend inspections—two or three Members, and a member of the staff who knows how to read some of these files. If nothing else, we can go out and talk to some of the highway commissioners and talk about some of the policies that have been adopted relative to interchanges. I am told that rules vary from practically no interchanges in the States, whereas in my State they have six interchanges in an area of 7 miles, with 30,000 people in one community. It just does not make sense to me. I am not against people having all of the interchanges they want and need and which we can justify, but it seems to me building the road is more important. Missouri proved they can build an interchange as cheaply as they can build the roads, so here is an area that needs exploring and study. Mr. WRIGHT. There are almost endless facets to this matter-the biggest single undertaking in the history of the Nation—which seem to cry out for further inquiry and investigation. More money is involved and more impact on human lives is involved than almost any other undertaking I can think of. Mr. SCHWENGEL. Mr. Chairman, in addition to that I think the future economic welfare of the country is involved here too. If we get the roads built, with connecting links finished between various large population centers of our country we can have a very great and healthy impact on our economy. Mr. WRIGHT.
