When I was in France the programme of primary instruction was that given in Art 23 of the Organic Law of March, 1858.

My book Popular Education in France' (an expansion of my Report), which is certainly in the Library at the office, describes what the instruction, as I saw it given actually was. It was less extensive than the instruction given in our inspected schools. But that was 20 years ago. The law of 1850 still is in force, I am almost sure; but the practical application given to Art. 23 is probably more considerable now than it was formerly.
