The SECOND SESSION of the EIGHTY-SEVENTH CONGRESS commenced this day, conformably to the joint
resolution fixing the date of meeting of the second regular session of the Eighty-Seventh Congress, approved
October 4, 1961, and the Senate met in its Chamber at the city of Washington.
