NATIONAL FUELS AND ENERGY STUDY

On motion by Mr. MANSFIELD, The Senate proceeded to consider the resolution (S. Res. 269) authorizing the Committee on Interior and Insular Affairs to conduct a national fuels and energy study; and the reported amendments having been agreed to,

The resolution, as amended, was agreed to, as follows:

Resolved, That the Committee on Interior and Insular Affairs, or any duly authorized subcommittee thereof, is authorized under sections 134(a) and 136 of the Legislative Reorganization Act of 1946, as amended, and in accordance with its jurisdiction specified in rule XXV of the Standing Rules of the Senate to

(a) make a full and complete investigation and study (including the holding of public hearings in appropriate parts of the Nation) of the current and prospective fuel and energy resources of the United States and the present and probable future rates of consumption thereof; and

(b) make a full and complete investigation and study of the existing and prospective governmental policies and laws affecting the fuels and energy

industries with the view of determining what, if any, changes and implementation of these policies and laws may be advisable in order to coordinate and provide an effective national fuels policy to assure the availability of fuels and energy adequate for an expanding economy and for the security of the United States, taking into account the investment by private enterprise for the maintenance of efficient and adequate fuels and necessary related industries and the necessity for the maintenance of an adequate force of skilled workers.

SEC. 2. The President of the Senate, at the request of the chairman of the Committee on Interior and Insular Affairs, shall appoint three Senators, none of whom shall be members of the Committee on Interior and Insular Affairs, to participate in the study authorized herein and the Senators so appointed shall serve with the committee in an ex officio capacity.

SEC. 3. For the purposes of this resolution the committee from February 1, 1962, to January 31, 1963, inclusive, is authorized (1) to make such expenditures as it deems advisable; (2) to employ upon a temporary basis technical, clerical, and other assistants and consultants; and (3) with the prior consent of the heads of the departments or agencies concerned, and the Committee on Rules and Administration, to utilize the reimbursable services, information. facilities, and personnel of any of the departments or agencies of the Government.

SEC. 4. The committee shall report its finding, together with its recommendations for legislation as it deems advisable, to the Senate at the earliest practicable date.

SEC. 5. The expenses of the committee under this resolution, through January 31, 1963, shall not exceed $25,000 and shall be paid from the contingent fund of the Senate upon vouchers approved by the chairman of the committee.

STUDY OF INTERAGENCY COORDINATION,
ECONOMY, AND EFFICIENCY

On motion by Mr. MANSFIELD, The Senate proceeded to consider the resolution (S. Res. 276) to provide additional funds for the study of matters pertaining to interagency coordination. economy, and efficiency: and the reported amendment having been agreed to,

The resolution, as amended, was agreed to, as follows:

Resolved, That the Committee on Government Operations, or any duly authorized subcommittee thereof, is authorized under sections 134(a) and 136 of the Legislative Reorganization Act of 1946, as amended, and in accordance with its jurisdiction specified by rule XXV of the Standing Rules of the Senate, to examine, investigate, and make a complete study of any and all matters pertaining to interagency coordination. economy, and efficiency.

SEC. 3. The committee shall report its findings upon the study and investigation authorized by this resolution, together with its recommendations for legislation as it deems advisable, to the Senate at the earliest practicable date, but not later than January 31, 1963.

SEC. 4. Expenses of the committee, under this resolution, which shall not exceed $90,000, shall be paid from the contingent fund of the Senate upon vouchers approved by the chairman of the committee.

INVESTIGATION OF CERTAIN MATTERS WITHIN JURISDICTION OF COMMITTEE ON BANKING AND CURRENCY

On motion by Mr. MANSFIELD, The Senate proceeded to consider the resolution (S. Res. 233) to investigate, and make expenditures in connection with, certain matters within its jurisdiction; and

INVESTIGATION OF CERTAIN MATTERS WITHIN JURISDICTION OF COMMITTEE ON COMMERCE

Resolved, That the Committee on Commerce, or any duly authorized subcommittee thereof, is authorized under sections 134 (a) and 136 of the Legislative Reorganization Act of 1946, as amended, and in accordance with its jurisdictions specified by rule XXV of the Standing Rules of the Senate, to examine, investigate, and make a complete study of any and all matters pertaining to

(1) interstate commerce generally;
(2) foreign commerce generally;
(3) maritime matters;

(4) interoceanic canals; (5) transportation policy; (6) domestic surface transportation, including pipelines;

including a

(7) communications, complete review of national and international telecommunications and the use of communications satellites; (8) Federal power matters; (9) civil aeronautics; (10) fisheries and wildlife; (11) marine sciences; and (12) Water Bureau operations and planning, including the use of weather satellites.

SEC. 2. GRANT OF ADMISSION OF CERTAIN ALIENS

The ACTING PRESIDENT pro tempore laid before the Senate a communication from the Commissioner of Immigration and Naturalization Service, Department of Justice, transmitting, pursuant to law, a report stating all the facts and pertinent provisions of laws in the cases of certain aliens granted admission to the United States under section 212 (a) (28) (I) (ii) of the Immigration and Nationality Act; which, with the accompanying papers, was referred to the Committee on the Judiciary.

The ACTING PRESIDENT pro tempore laid before the Senate a memorial of the Colville Indian Association, Coulee Dam, Wash., remonstrating against certain actions of the Secretary of the Interior relating to problems of the Colville
