The PRESIDING OFFICER (Mr. HICKEY in the chair) laid before the Senate the bill (H.R. 12391) to improve and protect farm income, to reduce costs of farm programs to the Federal Government, to reduce the Federal Government's excessive stocks of agricultural commodities, to maintain reasonable and stable prices of agricultural commodities and products to consumers, to provide adequate supplies of agricultural commodities for domestic and foreign needs, to conserve natural resources, and for other purposes, which was read the second time.

Mr. ELLENDER objected to further proceedings on the bill.

Mr. DIRKSEN, after making certain parliamentary inquiries, raised a question of order, viz, that under rule XXV of the Senate, setting out the jurisdiction of committees, the bill should be referred to the appropriate committee.

Mr. President: The House of Representatives has passed without amendment the bill (S. 2321) to encourage and aid the development of reconstructive medicine and surgery and the development of medicosurgical research by authorizing the licensing of tissue banks in the District of Columbia, by facilitating ante mortem and postmortem donations of human tissue for tissue bank purposes, and for other purposes.

The House has agreed to the amendments of the Senate to the bill (H.R. 6967) to provide for the incorporation of certain nonprofit corporations in the District of Columbia, and for other purposes.

Mr. President: The House of Representatives has passed the bill (S. 476) to establish the Point Reyes National Seashore in the State of California, and for other purposes, with amendments in which it requests the concurrence of the Senate.

The House has passed the bill (H.R. 12547) to amend the act of August 7, 1946, relating to the District of Columbia Hospital Center, to extend the time during which appropriations may be made for the purposes of that act, in which it requests the concurrence of the Senate.

DEATH OF SENATOR HENRY C. DWORSHAK, OF IDAHO

Mr. CHURCH announced the death of Hon. HENRY C. DWORSHAK, late a Senator from the State of Idaho, which occurred on yesterday in Washington, D.C., and, after brief remarks, he submitted the following resolution (S.Res. 364); which was considered and unanimously agreed to:

Resolved, That the Senate has heard with profound sorrow and deep regret the announcement of the death of Hon. HENRY C. DWORSHAK, late a Senator from the State of Idaho; and be it further

Resolved, That a committee of Senators be appointed by the Vice President to attend the funeral of the deceased; and be it further

Resolved, That the Secretary communicate these resolutions to the House of Representatives and transmit an enrolled copy thereof to the family of the deceased.

FUNERAL EXPENSES FOR LATE
